Option that starts an api request to fill another select

I have two selects, the first one containing joint names, the second one should be filled with the bones connected to the joint chosen in the first select. The bones connected to that joint are obtained with an api request.

I can't understand why the second select isn't filled when a joint is selected. These are the functions:
