[bug]: Unable to add custom tags

Describe the bug

When enableAutocomplete is true and inlineTags is false, I am unable to add custom tags.

How to reproduce

1. Set enableAutocomplete to true
2. Set autocompleteOptions
3. Set inlineTags to false
4. Try to add custom tags beside what is specified in autocompleteOptions

Also experiencing this issue. Can confirm that turning inlineTags to true brings back normal functionality.
