Update winget after release

Is your suggestion for improvement related to a problem? Please describe.
We currently rely on vedantmgoyal2009 to automatically update winget, but that a) leads to unnecessary delay (e.g. currently there is still no PR for the 5.11 update) and b) they want people to migrate away from this solution vedantmgoyal9/vedantmgoyal9#5.

Describe the solution you'd like
As recommended, use https://github.com/marketplace/actions/winget-releaser after the release (maybe in https://github.com/JabRef/jabref/blob/main/.github/workflows/upload-release.yml?) to trigger the update of the winget pkg.

Maybe, it is unknown that everyone (!) can do a PR to https://github.com/microsoft/winget-pkgs.

We would be very happy if someone could work on this! We have limited resources.

It would really help us if someone could file a pull request to https://github.com/microsoft/winget-pkgs.

My personal notes for another software, where I put an update (due to personal needs)

wingetcreate.exe update -i --version 11.44  SoftwareOK.Q-Dir
Test: winget install --manifest c:\git-repositories\manifests\s\SoftwareOK\Q-Dir\11.44

Update: I see that the wish was to setup another step un our release workflow. Check https://github.com/JabRef/jabref/wiki/Releasing-a-new-Version and the actions and propose what to change where to get this done.

Note: This is more an organizational and CI thing... Knowledge has to be build and transferred to the maintainers.
