CloudCoeff utilities still need some work (target v3.2.x)

CloudCoeff inspect / conversion utilities don't work correctly on Isaac's CloudCoeff files (2022 or 2024 netCDF files), and it seems like the inspection utility doesn't properly detect netCDF format on input, it still tries to process it as a binary file.
