OTA through windows for ESP8266 & ESP32

Hi there,

I had followed the guidelines for OTA upload through linux for ESP8266 and ESP32 and it was successful and now I was hoping if similar could be done on Windows.

supposedly newer versions of avrdude support upload over tcp port on widows too
