Separate chunk loader from AdvancedPeripherals

From, cc-tweaked/CC-Tweaked#1483 people seems want a mod with chunk loader only.

Do you think if it will be good to maintain a lighter version of AP that only contains chunk loader? (modid & itemid keeps same so easier transition, full version still contains the chunk loader)
I can do that if you think it's okay.
