[Feature Request] Base16 export

Hi there,
Thanks for matugen, it’s a fantastic tool!
I had a thought recently, it would be awesome if matugen could export Base16 color schemes.
For example, by using a flag like --base16, matugen could include a Base16-style color palette in the generated colors.

You could use something else to generate the colors as a json and then import it with the --import-json flag (only on main branch), I'll think about adding normal base16 support
