ITensor/BlockSparseArrays.jl#132 reimplemented truncated block sparse SVD in a simpler way using logical indexing. This PR is meant to update GradedMatrix truncated SVD it accordingly. I think I'll just have to define sector-preserving logical indexing of GradedUnitRanges.
