Level for links for Requirements class “INSPIRE-pre-defined-data-set-download-OAPIF”

The links as asked for in the Requirements class “INSPIRE-pre-defined-data-set-download-OAPIF” (metadata dataset, feature concept, license) are to be set at /collections level, but it should also be possible at /collections/{collectionID} level like it is possible for the bulkdownload link. This is needed when the different collections come from different datasets. This is the case with https://apitestbed.geonovum.nl/adr_pygeoapi/v1/collections.

On second thought, The main principles chapter states that only one dataset per service should be used, so than the /collections level seems logic.
