Include promotion of active maintainers in the script which increments year of `kernel.student`s

@ShreyasTheOne @rish9101 would know where this script is. It is executed every semester to update CGPAs of students and every year to update their year. I am suggesting to include updating of IMG member designations in the script. Also, keep in mind that you will also need to change the active status of the final years.
