Lucca, do square brackets ([ ]) and angle brackets (< >) apply at the global level while "all" and "ex" apply within a specific point in time?

Yes, this is correct. Just to reiterate:
[] brackets mean "always". So anything specified in their scope has to be true at all time points. <> brackets mean "sometimes". Anything specified in their scope has to be true at at least one time point.
