Why does Dev site deploy daily on a schedule?

This is unwelcome behaviour when moving to a new Solr cluster - we need to change the DEV_SOLR_API_URL Github Org repository secret to the URL of the new cluster while reindexing, but we want to keep the datastore-services pointing to the old Solr cluster. For this, we need to not deploy it. A scheduled deploy breaks that.

It doesn't happen on live at least, so it's not a high priority issue.

Comment over on site mapper says "ensures dependabot updates are deployed to dev at least daily" but isn't this unneeded as develop branches deploy anyway?

Note on site mapper the scheduled tasks had stopped due to lack of activity in the repo.
