Uncertainty about Flow Frequency: 2.0 vs SSP

The below table contains a comparison of the distribution of flows for a given frequency between 2.0 and SSP (using 17C EMA). The negative difference reflects smaller flows in 2.0 relative to SSP, by as much 75% lower. Any thoughts?

The only way I'd know how to fix this problem is to take the algorithm described in the FDA user's manual and attempt to replicate that best I can in 2.0.
