[GUI] Allow finer-tuning of patches?

Allow user to better fine-tune patches in categories.

For instance, I might not want to allow Windows Updates over metered networks since I use it to mark tethered networks (which don't have large allowances and that Windows updates would quickly drain it), or for instance I don't want to ASR policy 01443614-cd74-433a-b99e-2ecdc07bfc25 (Block executable files from running unless they meet a prevalence, age, or trusted list criterion) to be on, since I frequently have to deal with applications with a young age as a dev, and that ASR is too aggressive about that.

I'll implement this when the GUI is overhauled with modern Windows 11 themes being tracked in this issue: #282

The reason is that the current GUI isn't very suitable for adding extra areas to it and i'll need to rework the entire thing to make it modern, something like the PowerToys or Windows Settings.

This is something i have in mind for the Harden Windows Security module

I'll continue implementing more standalone configurations wherever possible.
