Feel free to close this issue, this is for future people who encounter the problem.
The error message on a new 2ds xl:
StartOtherTagScanning() failed.
Failed to get UID: -928942488
Reason: Wireless/NFC disabled.
Fix: enable wireless, no need to connect to an actual network
Note: Unlike switch, 3DS has one option that controls both wireless and NFC communications
