Weird issue with recent release of .net core sdk

Just install latest version of .net core sdk (3.1.102) and then create a new .net core console app 3.1 and you can't run dotnet restore if you install HangFire.Azure.ServiceBusQueue
You'll get an error as followings:

'.', hexadecimal value 0x00, is an invalid character. Line 1, position 1.
```
