BE_FileListFolder & utf encoding on Windows

There is a problem with BE_FileListFolder. It does not work when file name contains polish letters e.g. 'ł'. Ther is no such problem creating folders, moving them or checking if they exeists.

I've started debugging and discovered that I had very old version. After upgrading everything is OK. Sorry for trouble and thank Y for Your time
