Issue & PR filtering by language & product

In a monorepo, we will have a challenge scaling PR and Issue queues to a wider scope than most individuals will need. More aggressive labeling will be needed, as well as quick mechanisms to get to the filtered views.

• Enable automatic product labeling for Issues & PRs
• Enable automatic language labeling for PRs
• Create guidance/mechanism for quick lookup of relevant language/product issues

Automatic Labeling: Labeling is enabled, but there's a need to add the lang: prefix to the auto-label mechanism. Also, there are a disjoint set of language labels with and without the prefix in the repo. Will all of them be in use? Getting this perfect is out of scope, but getting our primary languages working as expected is necessary.

Guidance to Relevant Issues: I'm currently thinking about a pinned issue with guidance on how to use labels to filter, investigating if GitHub has a saved search option that would be relevant, looking into Chrome custom search engines, and whether GitHub projects might have a role in this.
