Describe the feature or resource
- Make Mock GCP validating label behavior as real GCP to catch bad labels in test
- Enforce the label check for TF/DCL-based beta migration, to avoid future regressions
- Unify the direct controllers' label code to let Gemini use the right example.
- Validate labels using GCP label rules.
