odoo: install hook issues (missing pvc and deployment starts too early)

There are 2 issues with the install hook that need addressing:

• When the install hook is running the data PVC is not being mounted, thus you get attachment errors
• After the install job completes the deployments need to be restarted as they often are coming up too early
