distribution service job: do not distribute to project if causeScore is 0 for all related projects #2090
Description
there is an edge where
- the cause is newly made
- it receives some funds from a donation
- it has not yet been evaluated by evaluation service
in this case we should not distribute any funds since it has not been evaluated and projects are not yet given a score
if the causeScore for all projects in a single cause is 0 we can assume it has not yet been evaluted and we should skip distribution for this cause for that given distribution interval
