Collapse topbar menu earlier than 700px.

Current the topbar menu collapses into a hamburger menu at 700px:

However, the topbar nav is essentially useless between 700px and 1200px. Everything wraps and looks odd:

Granted, this issue is only prevalent on sites with lots of topbar items (>5), but still -- looks a bit sloppy.
