Add ability to disable comments

What's your feature/idea?

Whilst the comment functionality is very good, in a project where we encourage everyone to work primarily in issues created in Jira/GitHub, their availability causes confusion.

What's your desired outcome?

I would like an option to disable posting of comments for one or more spaces and one or more roles.

What's the impact of this for you?

Of course, if the creation of a comment was to automatically create a Jira issue containing the comment and a link to see it in context, that would be awesome!
