I've noticed a recent issue with how headings are being displayed in the table of contents. Specifically, when I use Heading 2 in the Stepper, it's appearing as if it were a Heading 1 in the article table of contents.
Expected Behavior:
Heading 2 should appear properly nested under Heading 1 in the table of contents hierarchy, maintaining the correct heading level.
Actual Behavior:
Heading 2 is being displayed as Heading 1 in the table of contents, breaking the proper document hierarchy and navigation structure.
This issue is causing confusion for my readers as the table of contents no longer accurately reflects the content structure of my documentation.
Has there been a recent change to how heading levels are processed in the table of contents?
