Cannnot open chat panel

I am unable to use the chat panel.
I am getting the error:
[C4E] Unable to access Chat Panel.
However, code completion suggestions are working.

Additional Information:
After the window opens, "Loading..." appears for a moment, and then nothing is displayed.
There are no other errors in the console, and no stack trace is shown.
The Eclipse version is 2024-12.
