Silence mode not blocking `/me` in IRC

Reproduction

1. Enable silence mode with /silence
2. Ask non-moderator player to say message
3. Observe message is blocked in server and IRC
4. Ask non-moderator player to execute /me test
5. Observe action is blocked in server, but not on IRC

Notes

This may be an issue with PurpleIRC; it may be processing commands regardless of their cancelled state
