No FPS cap when V-SYNC is active

Unlike the competitor's feature, AL2 doesn't cap the fps under the monitor refresh rate when V-SYNC is active. Therefore AL2 disable itself when there isn't a manual fps cap under max refresh rate of the monitor when the V-SYNC is active and that makes V-SYNC add all of its input lag.

All this problem makes AMD lack an equivalent easy solution to input lag+tearing combined. On the other side there is V-SYNC+G-SYNC+Reflex which is fast and reliable.
