Control / middle panel button grouping

There are a lot of buttons in the button panel - we are seeing from analytics that clients find this hard to navigate and don't know that it scrolls. Also majority of users are on laptop screen to screen size is minimal.

We should think about a solution for this problem - can we group up the buttons? e.g. click on a group and expand the buttons within it.

How would we make it backward compatible? How should it be configured?
