Splitting of flask backend into smaller blueprint files

Being worked on in same branch as upload of external orthos; may need to separate this logic

Key points:
- Need to make sure global variables still function properly across blueprints
- Need to validate behavior of new directory listing / searching logic from Heesup

- On hold for now. Will be revisited after other backend changes.
