Describe the bug
The rule reIntroducePortalGeneralItemDupe does not work in version 1.20.4 of Minecraft.

To Reproduce
Steps to reproduce the behavior:

1. Enable reIntroducePortalGeneralItemDupe
2. Attempt to have dolphins replicate items
3. Dolphins are unable to replicate items

Expected behavior
Dolphins replicate an item after entering the portal
