Cannot drop db with Ruby 3.1.3 version #589

Expected behavior

Reset or create my DB in development environment.

Actual behavior

I have an error when I try to drop my DB or create it when I switch to Ruby 3.1.3. No problem with Ruby 3.1.2

Failure Logs

bundle install ✅
rails db:drop ❌ (cf screenshot)

Context

Ruby version: 3.1.3
Rbenv version: 1.2.0
MacBook M1 Pro: Monterey 12.5
Package Version: 7.7.2
Rails Version: 7.0.4
Database Dialect: postgresql
Database Version: 14
