Add FGA icon to tiles app for start/stop service

Preparation

• No one has asked for this feature before in other issues (even the closed ones)

Describe the feature

Add service for the tile. User will have to manually add the tile app/rearrange the tile app to their preference.

Only allow services to start for FGA if necessary permissions are given (overlay + accessibility) when attempting to start FGA service.

If the necessary permissions are not given, FGA tile app will be disabled.
