What happened?
OnKillCharacter applies status effects to wrong character.
For example:
Code above applies vigor to character that dies but if you remove Target="Character" part vigor applies to character that kills.
Reproduction steps
Make any talent with that gives any affliction. Here is an example without Target="Character"
