I did some testing and it seems to confirm my theory but basically:
The crates use this status effect within a ItemContainer
<StatusEffect type="OnActive" target="this" Condition="-1" /><StatusEffect type="OnBroken" target="this"><Remove /></StatusEffect>Which would in theory remove it after a while regardless of contained stuff, however OnActive doesn't appear to trigger in this context from my testing, I suggest replacing "OnActive" with "OnNotContained", for one this actually works, but two it means it wont degrade while being held and in extension wont despawn while being held, which to me makes sense.
That being said, empty crates are correctly despawned via the event, so this only applies to "garbage refuse" crates people dump around mainly.
