OnNetOwnerChange rework - not working with destreamed objects

Right now when object is being destreamed, NetOwner is set to null, but current implementation of OnNetOwnerChange is not called when null owner is set:

            var oldPlayer = PoolManager.Player.Get(oldNetOwnerPointer);
            var newPlayer = PoolManager.Player.Get(newNetOwnerPointer);

            OnNetOwnerChangeEvent(targetEntity, oldPlayer, newPlayer);
        }

which makes impossible to catch, when object is destreamed.
Proposing either to fire event with new null owner, or extend api by OnNetOwnerReset event

I assume JS module has the same code and needs update too: altmp/altv-issues#1726

Okay, so it's not related, but introducing new event will imply changes to JS module too

there is just a bug in general with the netowner events but it doesnt matter for now.

I can quickly remove return statement and logging of null owner to fix the bug.
