Implementation of relay server and client publisher

Relay should be the most used application in streaming media system. Would love to help if that is on the plan :)

@tanghaowillow I agree that a MoQ relay is a very central component. However, I don't think it is high priority in this project which is more about how to package and handle CMAF streams including switching in MoQ.

A relay shouldn't need any knowledge about what media it is actually relaying, so the coupling to CMAF and media in general is weak. That said, there may be a point in time when it makes sense to create a MoQ relay for experimenting with caching strategies etc.

Currently I don't how you best can contribute, but I'll keep your commitment in mind.
