Auto align Nalu-Wind parameters with OpenFAST restart data for FSI #1225

Documenting wish list for future funding around FSI
Currently there is a large burden on the user to make sure meshes and parameters match an openfast precursor for FSI runs. As a user I would like to see this automated so that the turbine is auto aligned given some conventions, and IDEALLY time-step, checkpoint, etc are also populated consistently. @ndevelder @neilmatula @gantech @ashesh2512 feel free to add additional thoughts or refine my language.
