docker repository is changed

The script in "arm-template-utilities/initScripts/installDocker.sh" is still connecting the legacy repository "apt.dockerproject.org" which cause the script fails.

According to Docker: https://www.docker.com/blog/changes-dockerproject-org-apt-yum-repositories/

The repository has been changed to "download.docker.com", could you please update the script accordingly?
