Split respawn-at-home into 2 options

Hello, from a recent discussion in Discord, I've realised my issue is that I wanted players to be able to respawn at their beds when dying, but not to respawn at any of their /homes in the case they don't have a bed, instead respawning at the world's respawn point.

As such, it would be ideal to be able to individually set 2 configs:

respawn-at-home, and respawn-at-bed.

There could perhaps be a 3rd option after this to set the priority, something like
respawn-at-priority: home/bed.

Fairly niche request I realise but useful all the same. This would make it more flexible
