Transition Custom Vision AI Python package code to version 0.2.+

Per the Custom Vision team the ability to programmatically retrieve the Custom Vision Prediction Key will be deprecated moving forward. We'll need to include the prediction key as an additional parameter on the tool interface moving forward.
