I cannot establish the second Mexican empire

I won the Mexican civil war with the conservatives, I did the approach of asking France for a monarch, the only thing that came out is that France had not wanted to give me a monarch and it is already 1865 and nothing came of it despite what France does, it follows me refusing to give me a monarch I don't know if it's a bug or something is wrong, thanks for reading.
