Uniswap v4 Universal Router encoding for L2s

Describe the feature you'd like

• Does this encoding work (v3 and v4 pools) with the all the v4 Universal routers from the L2's? like optimism, base etc?
• if not, that would be great!

This lib should work for all L2s where Uniswap is deployed. It's not really tested for V4 yet (the lib is still in alpha for the new UR version), but for V2 and V3, you can find a BSC and Base integration test.
Regarding Uniswap forks, keep in mind they may change the UR contracts, and in this case, the lib won't work for some (or for all) features/functions.

i successfully used this repo for a optimism v4 universal router, encoding a v3 pool swap-exact-in transaction (including permit2). yay. I was able to do the reverse swap direction as well. my pair was USDC and wBTC.

Unfortunately I moved onto a Base trial of the same code with a different token pair and my first attempt ended up in a stuck transaction at the swap step, only successfully getting the permit2 transaction approved.
