Settings 2.0 configuation support

This is discussion ticket for #107.

As soon as configurations are migrated to settings 2.0 and have defined schema, they are available in settings 2.0 API. I had a sneak peek into this API and this is interesting from monaco point of view

• it's a standard API, all necessary endpoints are already there
• by reading out schemas we get the list of supported configs (it allows us to auto-support all settings 2.0 schemas)
• versioning (possible config update/create using specific schema version)
• placing configuration with specific order (insertAfter parameter)
• allows configuration validation (validateOnly paramter)
