[Bug Report] Glow edges does not appear when notifications come

Description

After a clean app installation, I am unable to display glowing edges when notifications come (with or without the default settings for Edge Glow) despite enabling the following permissions: Ignore battery optimizations, Notification access, Display over other apps, and Edge glow, even with Always on display screen turned on.

Steps to reproduce:

1. Enable permissions: Ignore battery optimizations, Notification access, Display over other apps,
2. Enable Edge glow,
3. Screen lock (I wake screen up to get Always on display screen, if I enabled it),
4. Wait for notification
