Race condition in message processing leads to missed xsaid announcement

In the situation:

user 1: message a
user 1: message b
user 2: message c
```

If "message c" is processed and fetched from tts-service before "message b", it triggers xsaid for user 2 but then doesn't resay it for user 1 when reading out "message b".
