Deprecation notice & Archival #126
Description
As per pact-foundation/docs.pact.io#242
The DiUS pact-broker image has been considered for deprecation for some time and is no longer under active development.
To avoid confusion for users, we should close all outstanding issues & pull requests, add a deprecation notice and ultimately archive the repo.
