Stuck on the YML CFG/Config file

Hey, I'm stuck on the CFG file. I ran the Setup file, and it brings up normal Notepad and CMD Prompt. Notepad can't say YML, and I don't know if the CMD is related. Can anybody help me out? I've been stuck for 2 days.

What exactly is the problem?

How is what I'm asking.
Do I use the CMD prompt?
Or do I modify it with Notepad (which is impossible due to the fact Notepad doesn't save as YML)

Use notepad. Save as "all files". You needn't edit anything via the command prompt.

Tells me I can't save to the file.
Do I need to unzip it?
