Probably overkill but made a GitHub action for globster in case people come looking

That looks good, @ayushmanchhabra! Although, running Globstar is simply downloading the CLI and running the globstar check command — so I think a GitHub Action is indeed an overkill (and will add performance overhead in the workflow).

I think adding integrity checks and caching may justify the performance overhead, I'll update once progress is made!
