After updating to 2.1.9, dnscrypt-proxy causes high CPU utilization

OS: Windows 10 Home 64-bit
dnscrypt-proxy 2.1.9

After updating to 2.1.9, dnscrypt-proxy causes high CPU utilization. The CPU utilization is constant and never drops (my laptop fan makes noises).

Steps to reproduce:

1. Download dnscrypt-proxy 2.1.9 and extract the zip file
2. Run the dnscrypt-proxy service
3. Check the task manager, it will show dnscrypt-proxy.exe using your CPU constantly.

Why is this closed? I'm seeing high CPU utilization with 2.1.9 also, on Linux.
(2.1.12 seems to have this fixed, FWIW, but I see no references to CPU utilization in release notes or recent issues)

It was fixed less than 6 hours after 2.1.9 was released. The notes on the releases page don't mention it but it is in the changelog of 2.1.10.
