Define start time flexibly in the cfg-file

Currently, the start time is defined by giving a start date.

It is more flexible to define the start time by specifying a relative number of days, such as one day ago (-1:00:00). It is useful to directly re-start simulation/data correction without changing the start time in the cfg-file when the online processing is crashed.
